During the summer of 2007, the Scientific Council met to reflect on the Agreement's founding principles. The Council is structured around ten different working groups covering the areas of Energy, Water and air, Waste Management, Transportation, Social and spatial desegregation, Living environment and safety, Knowledge economy, Professional Mobility, Governance, Transfer and support.
