Joseph E. Stiglitz was born in Gary, Indiana in 1943. A graduate of Amherst College, he received his PHD from MIT in 1967, became a full professor at Yale in 1970, and in 1979 was awarded the John Bates Clark Award, given biennially by the American Economic Association to the economist under 40 who has made the most significant contribution to the field. He has taught at Princeton, Stanford, MIT and was the Drummond Professor and a fellow of All Souls College, Oxford. He is now University Professor at Columbia University in New York and Chair of Columbia University's Committee on Global Thought. He is also the co-founder and Executive Director of the Initiative for Policy Dialogue at Columbia. In 2001, he was awarded the Nobel Prize in economics for his analyses of markets with asymmetric information.
Stiglitz was a member of the Council of Economic Advisers from 1993-95, during the Clinton administration, and served as CEA chairman from 1995-97. He then became Chief Economist and Senior Vice-President of the World Bank from 1997-2000.
Stiglitz holds a part-time appointment at the University of Manchester as Chair of the Management Board and Director of Graduate Summer Programs at the Brooks World Poverty Institute.
Stiglitz helped create a new branch of economics, "The Economics of Information," exploring the consequences of information asymmetries and pioneering such pivotal concepts as adverse selection and moral hazard, which have now become standard tools not only of theorists, but of policy analysts. He has made major contributions to macroeconomics and monetary theory, to development economics and trade theory, to public and corporate finance, to the theories of industrial organization and rural organization, and to the theories of welfare economics and of income and wealth distribution. In the 1980s, he helped revive interest in the economics of R&D. His work has helped explain the circumstances in which markets do not work well, and how selective government intervention can improve their performance.
Recognized around the world as a leading economic educator, he has written textbooks that have been translated into more than a dozen languages. He founded one of the leading economics journals, The Journal of Economic Perspectives. His book Globalization and Its Discontents (W.W. Norton June 2001) has been translated into 35 languages and has sold more than one million copies worldwide. Other recent books include The Roaring Nineties (W.W. Norton), Towards a New Paradigm in Monetary Economics (Cambridge University Press) with Bruce Greenwald, and Fair Trade for All (Oxford University Press), with Andrew Charlton. His newest book, Making Globalization Work, was published by WW Norton and Penguin/ Allen Lane in September 2006.

Andrew Boraine is Chief Executive of the Cape Town Partnership, a public-private partnership focusing on the regeneration of the Cape Town Central City. The role of the Partnership is to develop, manage and promote the Cape Town Central City as a leading centre where all can participate in and benefit from commercial, retail, residential, cultural, tourism, education, entertainment and leisure activities.
From 2001 to 2003, Andrew Boraine was Special Advisor to the Minister for Provincial and Local Government in South Africa on city development strategy and urban policy. In this capacity, he conceptualised and coordinated the establishment of the South African Cities Network, a knowledge-sharing organisation linking South Africa’s nine largest cities. The Cities Network focuses on city development strategies, and publishes the influential report on the State of South African Cities. Andrew chaired the Board of the Cities Network for five years.
Andrew Boraine was City Manager of the City of Cape Town from 1997 to 2001. Prior to this, he was Deputy Director-General in the Department of Constitutional Development in charge of local government.
Andrew Boraine has been involved in South Africa’s local government and urban development processes for the past twenty-five years. Since 2002, he is general director of the Enertherm Company, a delegate society of the public sector in producing and distributing hot and cold to the business district of Paris, La Défense.
This company has a turnover of 39 millions euros, and employs about 80 persons.

Aart Jan de Geus is Deputy Secretary- General at OCDE. He is in charge of the political economy reform, and preparations for the Ministerial Council Meeting and the Executive Committee in Special Session.
Aart de Geus, a Dutch national, was Minister of Social Affairs and Employment in the Netherlands from 2002 until 22 February 2007. As minister, Aart de Geus intro-duced major reforms in the Dutch social security system, notably by turning it into an activating system where citizens, employers and local authorities taken their own responsibilities. During the four years of his tenure, he concluded major national agreements with social partners on wages, reforms of social security and tax facili-ties for early retirement. He chaired the OECD Social Policy Ministerial Meeting in 2005 and has served in various functions at local, national and international level.
From 1998 until 2002, Aart Jan de Geus was a partner in an Amsterdam-based company for strategy and management, where he worked in the fields of health-care, pensions and human resources development.
Aart de Geus served as vice-chairman of the executive board of the National fed-eration of Christian Trade Unions from 1993 to 1998, where he focused on social security, healthcare, pensions, labour market policy, income policy and education. He had been member of the Trade Union’s executive board since 1988. Prior to that, Mr. de Geus worked as a lawyer in the industry sector of the Christian Trade Union.

Peter Graham is the new Coordinator of the United Nations Environment Programme’s Sustainable Building and Construction Initiative (
www.unepsbci.org). In this role Peter works closely with the public, civil and private sectors to assist the global transition to a sustainable building and construction industry. Prior to the SBCI he was Lecturer and Stream Leader of Technologies in the Architecture Program at the University of New South Wales, Australia and has also held academic positions in sustainable construction at the Royal Melbourne Institute of Technology. Over the last ten years, he has developed undergraduate and post graduate environmental studies curricula for building professionals in Australia and Internationally. He specializes in assessing the life-cycle sustainability of building development. His international research includes work with the International Energy Agency, the International Council for Research and Innovation in Building Construction, the International Initiative for Sustainable Built Environments and aid work in Pacific Island Nations with AusAID. Doreen Heng LIU received her BS in architecture in Huazhong University of Science & Technology, China; Master in Architecture from University of California - Berkeley and a Master of Design Studies in Harvard Design School. Currently a Doctor of Design candidate in Harvard Design School, her research is to focus on contemporary urbanism in the Pearl River Delta (the PRD) in southern China, especially to explore the general conditions of urbanization and their specific impacts on design and practice in the PRD today.
Professionally, she has worked in the US and Europe prior to her Asian experience. She is a chief architectural consultant for Fok Foundation Hong Kong in Nansha coastal new city in the PRD. In 2004 she established her architectural firm NODE (Nansha Original Design) in Hong Kong and the PRD with a focus on experimental research, architecture and urbanism projects. Her best known completed and current design projects include Nansha Science Museum, Nansha Hotel Health Center, the PRD World Trade Center Building; an Artist Studio for “the Nanjing International Housing Exhibition” and the Qing Cheng Villa in Chengdu, which have been published in China and abroad including “Architectural Record” USA and “Domus” Italy. She and NODE have also participated in domestic and international exhibitions like Shanghai Biennale 2002, Venice Biennial 2003, Guangzhou Triennale 2005 and Shenzhen Architecture Biennale 2007. She is a selected architect for the exhibition “China Constructs” in October 2008 in Cooper-Hewitt National Design Museum, New York.

Jonathan Kevles was born and raised in Southern California. Before college he lived in Genova, Italy as an exchange student for ten months. He then attended Princeton University where he earned his Bachelor of Arts degree (BA) in 1990, majoring in Italian Renaissance and French Avant-Garde literature. Upon returning to California, Jonathan worked for elected officials and on many political campaigns in the Los Angeles area. Jonathan returned to school in 1995 where he earned his Master’s degree in Urban Planning (MA) and a Master’s in Business Administration (MBA) from the University of California at Los Angeles (UCLA) in 1998. In 2001, Jonathan Kevles joined the administration of Los Angeles Mayor James Hahn, and in 2002 was named Deputy Mayor for Economic Development, overseeing public-private partnerships related to real estate development, business district improvements, and industrial policy formation, among other responsibilities. In 2006, Jonathan Kevles moved to Aspen, Colorado for a 14 month fellowship at Rocky Mountain Institute where he developed a framework to help cities move from sustainability commitments to making sustainability values a part of daily decision-making. In November 2007, Jonathan Kevles began his current assignment at the Clinton Foundation, working on the Clinton Climate Initiative’s Energy Efficiency Building Retrofit Program.

Mark Lister holds tertiary qualifications in economics, finance and environmental policy and has worked in a number of roles related to environment, water and sustainability in Australia. He has also worked in banking and as a renewable energy project manager in East Africa.

Teacher at the Grenoble II University (1991-1993), he defends his thesis on „the myth of Venice“ in 1992, notably under the direction of Gian-Domenico Romanelli, Director of the museums of Venedice. He sketches a picture of a city at the dawn of the Renaissance, at a point of time where the new technologies of the 20th century saw the circulation of images and written work speed up, on a territory where the putting into images reflects the context of rapid globalisation that existed five centuries ago, as well as a profound articulation between the process of technological innovation and the necessary management of cultural identity (work published by the
Italian Encyclopaedia).
Organizer of the first seminar dedicated to the art sites on the Web and on the virtual reconstructions of cultural inheritance at the institute for humanities, Sciences and Arts of Venice in 1993, he organises the
European Forum on new images (Strasbourg, 3rd to 6th April 1995). Dedicating himself to a European numerisation program of the cultural heritage, he is a joint responsible of the
European project MOSAIC of network of virtual museums (1996-1998 / program TEN-TELECOM). Joint director of the

Ng Lye Hock, Larry is the Director of Architecture and Urban Design Excellence (AUDE), in the Urban Redevelopment Authority (URA). The URA is the planning and conservation authority of Singapore. He spearheads URA's effort to promote architecture and urban design excellence and to raise public awareness and appreciation of Singapore's built environment.
Ng is also appointed by the Minister of National Development as the Registrar of the Board of Architects, Singapore with the mission to enhance competency, integrity and professionalism of the architectural practices in Singapore. He is also currently the Council Member of the Singapore Institute of Architects.
He read architecture at University of Western Australia and also received his master's degree from University of Sydney. He was also awarded the Royal Australian Institute of Architects Prize and the University of Sydney Building Science Prize.
Ng Lye Hock, Larry has extensive experience in planning, design and implementation of public housing in Singapore. He has been involved in the master planning of new towns and design and supervision of various types of projects including high rise public housing, commercial, industrial, institutional, Upgrading Programmes and also studio apartments for the elderly. With more than 20 years experience as an architect, Ng has introduced many innovative design solutions and has been involved with many of the projects that contributed to HDB winning the United Nations World Habitat Award for Tampines New Town in 1991.
He works closely with the public and private sectors on issues pertaining to sustainable development and construction industry. He participated actively at the steering committee level on a demonstration project sponsored by Asian Productivity Organisation on green productivity and energy efficiency in buildings. He sat in numerous committees on energy efficiency and is currently involved in the National Climatic Change Building Sub-Committee on climatic change, sustainable development and energy efficiency.

Seiji MACHIDA is Japanese, and got a Master of Engineering (Chemical Engineering) from the Kyoto University in Japan.
From 1979 to 1989, he worked for the Ministry of Labour, as an Occupational Safety and Health Technical Officer. From then to1993, he worked for the Occupational Safety and Health Branch, at the ILO (International Labour Organisation) in Geneva. He was then appointed as Senior Specialist on Occupational Safety and Health for the ILO, but this time at the Bangkok offices up until 1999. From 1999 to 2001, he was Senior Specialist on Occupational Safety and Health, SafeWork, at the ILO in Geneva. From 2001 to now, he is Coordinator, in the Occupational Safety Cluster, SafeWork, for the ILO in Geneva.
Seiji Machida has undertaken several major works for the ILO (Papers, publications and participation in conferences and workshops), such as:
Development of new international labour standards (Convention and Recommendation) establishing promotional framework for occupational safety and health adopted in 2006, including the preparation of the Conference Reports, another report untitled Development of Major Industrial Accidents Prevention Convention and Protocol of 2002 to the Occupational Safety and Health Convention and Occupational Disease Recommendation.
Development and Implementation of ILO Guidelines on Occupational Safety and Health, and the Code of practice on safety in the use of chemicals (1993).
He also collaborate to write the Technical Advisory missions to Bangladesh, Brazil, China, India, Indonesia, Jordan, Laos, Malaysia, Mongolia, Nepal, Pakistan, Papua New Guinea, Philippines, Thailand, and Vietnam.
He wrote the Presentation of papers at the World Congresses on Occupational Safety and Health held in 1996, 1999 and 2003 and the Technical advisory missions to Malaysia in support of preparation of national OSH programme under the ILO/UNDP project (2001- 2004).

Mili Majumdar is Associate Director in Sustainable Building Science at the TERI (The Energy and Resources Institute, New Delhi, India). Mili Majumbar is an Architect-Building Technology professional with specialization in energy efficiency and development of sustainable habitats.
She has over 15 years of experience in the field of energy and environment with core expertise in sustainable development of habitat and buildings. She has been involved in several policy initiatives to mainstream sustainable buildings in India.
As a member of several national and regional level expert committees, she has significant contribution in development of relevant codes and standards (Energy Conservation Building Code of India, Guidelines for Environmental Clearance of large construction projects, National Building Code 2005) in India and successfully enabled energy efficiency and renewable energy integration in several urban and peri-urban construction projects. She has steered more than 50 projects to incorporate green and sustainable measures and has extensive experience in energy audit and retrofit. She has led the initiative on development of GRIHA (Green Rating for Integrated Habitat Assessment) that has now been adopted as a National Green Building Rating System. she has experience in formulation of environmental design guidelines for application at urban scale. e has also authored several books on the subject and has contributed to publications and journals. Debbie McMullen is the Head of the London Plan team at the Greater London Authority and is responsible for the implementation and review of the London Plan, which was pub-lished in February 2004.
She joined the GLA as a Principal Planner/ Strategy Adviser with responsibility for housing issues. She was the project manager for research on affordable housing and other housing related projects, including Sustainable Suburbs and Investigating the Potential of Large Residential Sites. She co-authored GLA’s ‘London’s Housing Capacity’. She also worked on the Mayor’s Housing Commission report, ‘Homes for a World City’.
Previous to working for the GLA, Debbie was employed by the London Planning Advisory Committee. Debbie has worked for four London Boroughs as a policy planner.

As urban planner, Sarah Moutury graduated from the « Institut Supérieur d’Urbanisme et de Rénovation Urbaine » (Brussels). She also has a graduate degree in art history and archaeology from the University of Louvain (Belgium) and a post-graduate degree in conservation of the architectural and urban heritage from the International Raymond Lemaire Centre (Leuven).
She realised heritage inventories for the Walloon Region and for the City of Brussels, worked as an expert for the European Commission in the field of project assessment in the cultural sector, and as head of the office of the Deputy-Mayor for Town Planning and Mobility of the City of Brussels.
Responsible of the urban planning for the City of Brussels since 10 year, she is legally recognized by the Region for the elaboration of local land use plans. As such, she had the opportunity to study the development of the European Neighbourhood through the realization of different plans.
She has a special interest in the issue of skyscrapers, their perception and the link between spatial form and social behaviour. She published various studies on the topic.

Chrisna du Plessis holds graduate and post-graduate degrees in architecture and is a principal researcher in the Built Environment Unit of the Council for Scientific and Industrial Research (CSIR) in South Africa. She is responsible for developing and initiating cross-cutting urban research programmes with a strong sustainability science base. This work resulted in two current flagship projects: the Urban Dynamics Laboratory and the cross-disciplinary Integrated Research Infrastructure Platform which provides the research space for developing technologies aimed at sustainable municipal service delivery. She served on an expert advisory group on sustainable construction of the United Nations Environment Programme, for which organisation she has also prepared the Agenda 21 for Sustainable Construction in Developing Countries, and represented South Africa in the Earth Charter drafting and consultation process. She was also the co-coordinator of a task group on Urban Sustainability for the International Council for Research and Innovation for Building and Construction (CIB) and ad hoc spokesperson on sustainability issues for the CIB. Currently she is a member of the UNEP Sustainable Building and Construction Initiative Think Tank on Climate Change, and of the Tellus Institute’s Global Transition Initiative think tank. She is also serving on the Development Bank of Southern Africa’s Expert Reference Group on Sustainable Communities and the South African Academy of Science’s Strategic Forum Committee on Science for Poverty Alleviation.

In 2002, he finished his sixth term as a City Councillor in Vancouver, BC. He also served on the Board of the Greater Vancouver Regional District and was appointed to the first board of the Greater Vancouver Transportation Authority (TransLink) in 1999. Mr. Price is also a regular lecturer on transportation and land use for the City of Portland, Oregon and Portland State University.
He has written several extensive essays on Vancouver and transportation issues (The Deceptive City, Local Politician's Guide to Urban Transportation -

In 2003, he received the Plan Canada Award for Article of the Year -

Michel Ricard has a PhD in Sciences and he is a graduate professor for outstanding classes.
In his current responsibilities, Michel Ricard has been President of the National Council for Sustainable Development (CNDD) since July 2006, President of the French national board of the UN decade for education for sustainable development (since October 2005) and in charge of a mission for the Prime Minister regarding sustainable development education (since September 2002). He is also professor at Michel de Montaigne University in Bordeaux 3, France.
He has been a Member of the Managing Committee and the economical commission board of the United Nations for Europe (CEENU/UNECE) for the education decade for sustainable development (since March 2005).
He is co-president of “sustainable development” Commission of the EEAC (European Environmental and Sustainable Development Advisory Councils).

Rudolf Schicker is born in 1952, in Vienna. He studied at the Vienna University of Technology focusing on regional planning and spatial development. In 1976, he graduated from the Institute of Financial Sciences and Infrastructure Policy with a thesis on the shift towards supermarkets in the urban periphery and the effects new forms of retailing have on consumers and the urban structure.
From 1976 to 1978, Rudolf Schicker worked as a scientific assistant at the Austrian Regional Planning Conference.
From 1978 to 1987 he was an administrative officer in the Regional Planning and Policies department of the Austrian Federal Chancellery.
Since 1988, Rudolf Schicker has been Managing Director of the Austrian Regional Planning Conference (ÖROK), an institution based on the cooperation of the federal, provincial and local levels of government in Austria in the field of regional planning and regional policies. In its work, ÖROK focuses on the Austrian Regional Planning Concept, the Regional Planning Reports, the ÖROK Atlas, population development prognoses at the regional level, recommendations on various topics of relevance for regional planning, and, since 1989, also on issues of regional policy in Europe. ÖROK serves as the secretariat for EU regional policies in Austria.
Rudolf Schicker headed the Austrian delegation to the European Commission's Advisory Committee for Regional Development and Conversion. During the Austrian Council Presidency, he served as head of the Austrian delegation to the Council Working Group on Structural Measures, which was in charge of negotiations for the reform of the Structural Funds.
Rudolf Schicker has a strong interest in politics since1965, year he entered the Austrian socialist youth movement (Rote Falken). Two years later, he joined the Association of Socialist Secondary School Students.
In 1994, Rudolf Schicker became a member of the Vienna City Council and Provincial Diet, representing the interests of Vienna's third district. In April 2001 he was appointed Executive City Councillor for Urban Development, Traffic and Transport.

Claire Tutenuit studied at the Ecole Normale Supérieure, passed the
“agrégation” examination in mathematics, graduated from the IEP Paris and is a mining engineer.
After five years spent in the Ministry of Industry, she joined Compagnie Générale des Eaux (General Water Company), and then Matra group, where she worked on development and strategy for a decade in the defense and space sectors.
She has been an independent consultant since 2001, and has advised several industrial and services groups in connection with strategic, development and organizational assignments. Her international experience, acquired in European negotiations and during her stays in Washington and in Oslo, has given her an objective view of France and knowledge of management practices differing from the French methods.
Since the end of 2005, she has also been General Delegate of Entreprises pour l’Environment, an association of major businesses working together on how to include the environment more effectively in their strategy and current management (see

She is the co-author with Teddy Follenfant of the book called

Born in 1963, Wirral Merseyside, Rita Waters studied accountancy for 3 years, gained an honours degree in Business from Stafford University and a Post Graduate in Management and Leadership from Liverpool University.
Rita’s career history has been spent in the field of Business development and support in the private, public and charitable sector.
Rita’s previous job roles have been as Operations Director of a Government funded Training and Enterprise Council before choosing a 12 month career break, part of which was spent living and travelling in Australia to see her family and explore one of her passions of scuba diving.
Rita Waters then joined Liverpool City Council as a Business Advisor for 3 years, specialising in the set up and sustainability of Neighbourhood Children’s Nurseries before moving into the charitable sector to work for a well known youth charity set up by Falklands Veteran Simon Weston.
After nearly 4 years in the charitable sector, Rita Waters returned to Liverpool City Council where she has now taken up the post of Chief Executive of the Liverpool Business Improvement District (BID).
High on Rita’s agenda for the coming 5 years for the city centre of Liverpool is:
- Environmental Issues – how do we make the city centre of Liverpool cleaner, brighter, safer, more environmentally friendly whilst paying attention to best value principles
- Best practice - How other Business Districts enable the interaction between working, living and playing – what are the cornerstones of their success?
- Planning issues – what environmental issues are considered by the developers? What do the planners accept as ‘reasonable endeavours?’
- Resource sharing – pooling of funding, services and facilities – monies are reducing, costs are increasing – how can we ensure demand meets supply?
- Private/Public sector integration – who/what is the driver?
- Business planning for a sustainable future
The Liverpool City Centre Business Improvement District faces a ballot in October 2008 having been in operation for 3 years by that time. It is Rita’s intention to secure a further 5 years by offering to deliver a truly sustainable, environmentally aware, and forward thinking plan. This will ensure that Liverpool remains a place where people who live here are proud of, people who visit the city want to come back to, and its reputation as a first choice retail and commercial business district continues to drive the region’s economy upwards.
